It is based on a WW2 era propaganda poster from the United Kingdom, which originally featured a WW1 German soldier as the upper figure. It was simply a matter of switching out the bottom Nazi soldier to make it the top figure. There is no gun in the hand at the bottom, simply a hand forcing the guy back – because neighborhood ICE watch trains you not to use weaponry. They will already be looking for any excuse to deem you a threat, you do not need to gift them one.
